Yes, but getting them to run and interact with the hardware correctly is
not always trivial.
The new versions of wireless-tools ship with support for WPA, AFAIK.
Haven't used it myself, since all the WiFi traffic I care about is
encrypted (HTTPS or SSH).

That's still the hard part. Each chipset seems to be supported
differently. Very few have fully open source drivers.
I had the feeling that it was not as bad as all this, but maybe you are right.
The Intel stuff is all supported, AFAIK. I am writing this over a
wireless connexion between my Intel PRO/Wireless 2100 (ipw2100
driver[1]) and my SoftBank BB WAP / router / piece of shite.
