I can't find copies of either one offhand, but 3.0 is a clear
improvement over 2.1, at least in terms of what Larry Rosen wants the
license to accomplish (AIUI, of course).  I seem to recall that 2.1
was better than 2.0, and 2.0 better than 2.1, in that sense.  What
specifically do you mean by "political BS"?
