Well, the point is, since using the time(1) command you're getting the kernel's accounting of time slices given to that application, it doesn't matter *how* busy your system is, so long as it's the CPU usage you're trying to bencmark. It should work as well with nice +20, and if you're running another one in parallel at a different nice level as well.
