ssh is not on the PATH that rsync receives in its environment.  Is it
installed?  What does "which ssh" tell you?  If the answers are "yes"
and (eg) "/usr/bin/ssh", then simply using -e /usr/bin/ssh (or
RSYNC_RSH=/usr/bin/ssh) should win.
