Something like this should do the trick for that:

rawbody LOCAL_HAS_GIF_ATTACHMENT /^Content-Type:\s+image\/gif/i
score LOCAL_HAS_GIF_ATTACHMENT 3.0
describe LOCAL_HAS_GIF_ATTACHMENT Mail has a GIF image attached

Obviously adjust the score to taste.
