Depending where you are, you could have other options. I have Usen's

Unfortunately I can only get the "mansion type" hikari where I am :-(
They don't work through ISPs so you would
not run across them if you started by calling DION (or some other ISP)
first.
This is an important point with USEN. If there is a problem then you
only have one number to call. If you go with OCN/NTT and there is an
outage you call OCN - they blame NTT, so you call NTT - they blame
OCN. 18 or so hours later the service returns to normal. This little
story has happened to me around 8 times over the last 2 years all on
business plans. Actually I have had the same problem with OCN, Plala
and Interlink :-(
As for the router, the box that converts the actual fiber into a network
connection is going to belong to the fiber provider anyway. I have yet to
see a fiber router that one can purchase and, even if you could, you would
have one heck of a time hooking it up to the glass fiber ;-).
I have only used the USEN business plans and can attest to the fact
that you get a media converter and that is all. Actually if you plug
any DHCP client into the converter you will be assigned an IP from
your own block.
