If they are written in "plain English", then they do leave room for interpretation. The whole reason "legalease" arose is that English as we normally write and speak it is not precise enough.
Natural languages are good for communication, but without strictly enforced convention, they are not good for unambiguous instruction. Which is why every industry has jargon, and the military relies so heavily on code words and "military" English.
