Not according to this site[1] which appears to be from the British Embassy, and this[2] one that appears to be from the American Embassy. They suggest that you request a toban bengoshi 当番弁護士. According to these sites they are not required to provide *free* legal advice until indictment. Both sites also state that they have to charge you within 48 hours of arrest, and they must inform you of your right to remain silent.
