By pc-based, do you mean to write the program only for MS-Windows or to write non-portable code so that the program can not run on high-end computers (such as Blue Gene cluster running Linux) or non-i386 computers (such as a cell phone with an ARM CPU running Linux)? Hopefully, by "pc", you mean any computer that can run Linux (or *nix).
