I don't use SCIM and don't have RedHat, but here are just some random thoughts:
Are you sure that this code gets executed when you start X ?
If not you could try putting the same command to ~/.xinitrc or
~/.xsession or ~/.Xsession, or ~/.gnomerc if you use gdm
I remember (maybe wrong) that there is a tray applet for SCIM. What
happens if you try to use that?
