What do you mean by that?  It really depends on what you want to use
it _for_.  Henkan is an inherently interactive function.

Technically, Emacs LISP and (AFAIK) Tcl provide ordinary functions to
access conversion engines.  AFAIK Emacs support for IIIMF is entirely
in LISP, and there exist LISP-only bindings to Canna and (IIRC) to
Wnn.  In general, any reasonable scripting language (the P languages
all qualify) should do: it just needs to support TCP/IP to connect to
the backend.

Didn't Rikai.com have something like this?
