Well, no tool, but there is a data souce if you want to build one.
The KANJIDIC file has the codepoint of recognized alternative kanji. For
example  仏 (JIS 4a29) has the itaiji code XJ05047, and 
佛 (JIS 5047) has the itaiji code XJ04A29.
