# cp ./kochi-mincho-subst.ttf ./kochi-mincho.ttf
# cp ./kochi-mincho-subst.tti ./kochi-mincho.tti

[root@example.com TrueType]# ttmkfdir -d /usr/share/fonts/ja/TrueType -o /usr/share/fonts/ja/TrueType/fonts.scale
[root@example.com TrueType]# mkfontdir /usr/share/fonts/ja/TrueType/

and mozilla handles the page now
