This isn't quite true; it should be relative to whatever tar considers
the current directory. That's usually `pwd`, but can be changed with
the -C flag. This detail is not relevant to Chuck's case, since he's
put the tarball in the current directory and doesn't use -C. But I
often use tarballs in some other location (.. or /tmp, etc), and
occasionally have found it useful to use the -C flag to fool tar into
rearranging the hierarchical relationship of subtrees.
