Very interesting! Thanks. I guess I had ECN disabled, as
`cat /proc/sys/net/ipv4/tcp_ecn` outputs 0. I tried
`echo 1 > /proc/sys/net/ipv4/tcp_ecn` but it didn't help connecting.
This drew my attention to a bewildering array of networking options in
/proc/sys/net/ipv4 but I don't know what else to try to tweak. I'm
running RedHat 7.3 and that interface is configured as:
