The file might be in a different place but on Gentoo it is

/etc/X11/app-defaults/Kinput2

and the line is

*KinputProtocol.XlcConversionStartKey:  Shift<Key>space \n\
                                        <Key>Zenkaku_Hankaku

This actually allows you to do both.
