I believe in RH, it's .Xclients or something.  Don't know if you've seen
my page, http://home.nyc.rr.com/computertaijutsu/jpninpt.html but it has
a  (albeit dated) section on RH.  Sigh, I'm too tired to even open my
own page and check.  However, I think that I did it with text login.

I've always managed to get this, in various distros, by using the langx
script mentioned in my page.  My recommendation is to use a text login
and put the kinput2 -canna in your .Xclients or .Xclients-default,
whatever it is.
