Fwiw...

My company is currently hiring C++/Java programmers for development of
mobile phone software.

Yes, you must have good-to-very-good Japanese skills, and wages are pretty
low compared to a few years ago.
Pay rate is probably suitable to a junior programmer in their 20's.
People already in Japan on working- or working-holiday visas are given
priority.
