I'd hardly say their _plastered_ all over the /etc directory. They all seem to be conveniently located under /etc/cron.[daily|hourly|monthly|weekly]. That COULD be plastered... or not... but then... I'M PLASTERED right now!
If you'd like to leave the entries for weekly, monthly, etc. in your /etc/crontab, but don't want certain scripts in those directories to run, just throw them at chmod with the appropriate settings (i.e. chmod 000 /etc/cron.weekly/makewhatis.cron to kill makewhatis.cron).
