An update on CVS and SJIS:

The latest version of CVS seem to handle SJIS, even
hankaku, just fine. The culprit was a CVS GUI called
jCVS that my co-worker was using. I got him switched
onto WinCVS and everything is peachy.

Just another hashmark on the "GUIs are evil" side of
the page...
