That's strange, but Netscape 4.98 or something (the latest version) does seem to have problems. Also, have you turned on the auto-detection of the encoding? (but then you say you did, so ... beats me) Usually, you should use iso-2022-jp (=JIS) for web pages and e-mail, but if you are doing a website for i-mode and stuff, it has to be Shift_JIS. EUC-jp is often used in *nix environments, but it could be used elsewhere.
