Yes, and there has already been a court order against at least one spammer.

Both ordinary spams and cell-phone spams are covered by a new law too, which
includes the possibility of jail sentences for violators.  Theoretically it
ought to be easy to apply this law against US-based spammers, because the US
government favors extraterritorial enforcement of national laws.
