Some suggestions have been proposed for torturing spammers in ways that I think are rather excessive. Actually I think that punishment might not even be necessary (though of course it should remain available in case some situation might make it necessary). Before trying punishment, just enforce restitution. The spammer should be forced to reimburse every victim for the victim's telecommunication expense in downloading the spam. Of course a few million of the spammer's victims would be in the US, Canada, Singapore, and maybe a handful of other places where the telecommunication expense was zero due to a flat monthly rate for unlimited local calling. But for the other millions of us in most of the world, the spammer will have to repay us. The total is only a few million yen, which the spammer can surely afford. The spammer can make a personal visit to each of us to give us each our 1 yen, or the spammer can send us cash by registered mail, or the spammer can send furikomi to our bank accounts. Justice will be obtained.
