Hmm. I don't know what you mean.

Low-level network connections are handled by the kernel, via a
driver for the network card. 

There is the inetd daemon, though, that listens on behalf of
various programs, starting them up if a connection comes in.

And then there are daemons that handle other things, like mail.

You might try the Network Administrator's Guide, online here:

Or maybe a general Unix administrator's guide. I recommend
the "UNIX System Administration Handbook", by Evi Nemeth, et. al.:

It covers Linux and a number of other flavors of Unix, including
information on network configuration and troubleshooting, plus
configuration of things like DNS and mail.

Perhaps the interface is not up. You might try "ifup".
How about giving us the output from "ifconfig -a".
