Er, where do you get that number?  I've got 25MB in /usr/share/man
alone.  I don't consider a system without manpages "operational."
Chris, I'm shocked, SHOCKED, to hear that you might. :-)

IIRC the Debian base system weighs in at about 30MB these days, but
"fully operational" in that context means "a comfortable platform for
downloading the packages you need".  It's really pretty far from being
useful for most purposes.  And lacks manpages.  :-)  I assume that's
basically the state of your "fully operational" NetBSD?
