iproute2/static NAT question

OK this is getting me down a bit.

iproute2 can supposedly configure static network address translation
through the use of its 'rule' facility. Most of the iproute2 package's
"ip" binary functionality works fine, but when I try to:

ip -s rule (show all firewall/nat rules), I get:

RTNETLINK error: Invalid argument

Now, I do have the kernel/user netlink crap compiled in the kernel, as
well as the firewall mark netlink stuff. I don't see anything else in the
kernel config that could be relevant to this.

Kernel is 2.2.16, glibc 2.1. iproute2 version is... oh lord TL is
shipping with the 4/99 version. I'll try upping it and see if it.. no,
that doesn't work either. Latest version of iproute2 (3/2000) has a
slightly different error:

RTNETLINK answers: Invalid argument

any ideas? The docs suck (ie, there aren't any in text format, and I'm
not at a place right now where I can run X on the box and look at the .dvi
docs that it comes with)...
