tlug: NTT IP Setsuzoku Service

At TLUG on Saturday, a couple people asked me about NTT 24-hour
telehoudai, but I had no information on it.  By chance, I happened
to get this in the mail today from someone who works as an NTT
sales agent (dairiten) for ISDN.  This is the service I believe 
people were asking about.
