I think if you ask Cliff, Linus, or Ulrich, they'll say "sure, you
write it, we'll include it" ;-)  The big problem is going to be
fitting K-TNG into Ulrich's Grand Scheme of glibc internationalization.
We should get glibc experts if possible for that.

I'm embarrassed to say I've mostly been paying attention to Unicode
and Emacs/Mule issues for the last two years (eg, bidi), and not
following Nihongo standardization as much.  Can you give URLs for
"konjaku-mojikyo" and "Kanji-TNG"?
