Here is what I have (Mandrake 6.0):
$ pwd   
/etc/rc.d
$ grep -n swap *
rc.sysinit:54:# Start up swapping.
rc.sysinit:55:action "Activating swap partitions" swapon -a
rc.sysinit:352:# Right, now turn on swap in case we swap to files.

rc.sysinit:353:swapon -a >/dev/null 2>&1
           ^^^^
rc.sysinit:354:action "Enabling swap space" /bin/true

$ grep -n mount *
[...]
rc.sysinit:276:# filesystems are NOT unmounted in single user mode.
rc.sysinit:277:action "Mounting local filesystems" mount -a -t 
[...]           ^^^^^

swap -a invoked twice once before mounting filesystems and 2nd time 
after. Just to ensure swaping to files. I think RedHat should be the 
same.
