Been there...
 ... but I managed to get out of it.  (Thanks to the fact that rpm is
 statically linked and that I happened to be logged in as root on a
 console.)

As I remember libwcsmbs doesn't work with recent glibc (as in RH6.x),
and if I'm not mistaken you should use locale-ja instead.
