As a result of discussions today on tlug-admin regarding spam control
procedures, a vote is being requested on the issue described below.

The deadline for voting will be 1700 JST on Friday, March 26, 1999.

Please vote by replying to this message and voting either "yes" or "no."

The proposal will pass or fail on a simple majority of those who vote.
Those who do not vote will be considered to have abstained.

The proposal:

Proposal:  Establish a new mailing list, tlug-post.

Why:  To prevent spam.

How:  Only those subscribed to tlug-post will be able to post to TLUG
      mailing lists.  Being subscribed to tlug-post will enable you
      to post to all TLUG lists.   All addresses from which you would
      like to post must be subscribed to tlug-post.

      No mail will ever be sent to the tlug-post list.  It will exist 
      solely as a spam filter.

      All currently subscribed mail addresses will be automatically
      added to tlug-post.

      Only new subscriptions will need to be added to tlug-post, in
      addition to any lists a person wishes to read.

Effectiveness:  100% effectiveness is expected (this has happened on
                lists using this approach).
