I checked 3.5in floppy against an MO last night, and they're the same
size.  I'd guess (without yet having seen the JIS spec) that they're
specifying a bog-standard floppy and an MO here.  It could even be that
word went out to the developers of the MO early in the day that
registration offices would make their kit a government-required standard
if they made the case the same size as a floppy for easy physical filing
of both media in standard-sized racks.

When I track down the spec, I'll report back.  I'd be surprised if they
specified something for use in a government registration system for which
an overseas patent exists, or which is supplied only by a foreign firm.
Could be wrong, but I'd be surprised (assuming that 3M is a US firm ...
?).

Thanks --- I'll get over to the library and see what the reference desk

The spec is in Japanese.  Sorry that my FEP is still broken, so I've got
to use romaji here, but the original is in "Horei zensho" for last year
(Heisei 10 nen), as "Homusho Kokuji 295".

The English I put to the list was a shotgun translation.  A
transliteration of the Japanese reads:

  "Shinsei jiki [jishaku no ji, kiatsu no ki] disuku no kouzou oyobi
  torakku foomatto wa, tsugi no izureka to suru:"

If "shall" means a rule of thumb by convention in English specs, I guess
I should have rendered the Jse "to suru" as "must" instead --- I don't
think this reg leaves folks with any option but to use the specified,
certified kit.
