Yes.  Or maybe SUMO.tar.gz.  It's a few weeks dated now, I believe,
but there shouldn't be any show-stoppers in it.

No.  The only gotcha is that to build Mule, the mule-base package
_must_ be in place before XEmacs starts compiling Lisp .el to .elc.
(Nobody likes this but we don't yet know how to dispense with the Mule 
packages.)
