Yes.

The idea is that program $PROG leaves its configure script in
/usr/sbin/$PROG-config (at least on Debian, `ls /usr/sbin/*config*'
will give you a who's who of the important complex servers on your
system).  Then ${PROG}_CONFIG is normally left unset unless you want
to point something at a different config program for some reason.

"Jim: Your mission, should you choose to accept it, is to find the 1.1.9
version of gtk-config.  This message will self destruct in 10 seconds."

This seems like a pretty silly way to do this.  IMHO, anyway.  The
alt-dev setup used to handle libc5/libc6 issues seems like a better
way to go, YMMV.
