I don't think it has anything to do with RH/Debian compatibility.
In the announcement the only issue mentioned is that they want to
provide guidelines on how to build a "proper" Linux system for the
folks who are making distributions and applications.

This does seem a bit hazy, since the two have some significant
differences in structure. On the surface it might look to be an
attempt to direct the future design of Linux in their formats.
But I guess this is leaning toward "advocacy" so I'll stop here...
