Very frustrating, this.

Here's what happens with xisp and using the following
settings:

authentication protocol=pap-secrets (that file is fine, I'm sure)
reset=ATZ
init=ATD (tried ATZ here, too -- no go)

Connecton initiated: 02:54:43 PM
xispdial: PID=717
xispdial: dialing ISP: using PAP/CHAP
AT+++AT
OK
ATZ
OK
xispdial: dialing attempt #1
xispdial: dialing 5489-8200
ATD H0  (I get this H0 no matter what.)
NO CARRIER
AT DT 5489-8200ATZ+++AT
NO CARRIER
AT
OK
ATZ
OK

So, I'm feeding fistfulls of dimes to NTT.  At least they're happy.  ;-))
