Actually, beyond 3 GHz you have to switch to another dielectric
because Epoxy is simply too lossy. You also need stuff with a
low epsilon to increase to minimize travelling delays ( light
speed is about one foot per nanosecond - not that terribly
fast.... ).

This is more due to the fact that you got a few millions of
transistors to cool down....
