Just a thought, but maybe TuboLinux didn't put the Java libs in
your path. Did you try making a symbolic link to them in your
~/.netscape directory?

Since I run multiple copies of Netscrape I get by with:

schweiz:~/.netscape$ ls -la ./java* 
lrwxrwxrwx   1 schweiz  users 22 Jun 10 20:04 ./java40.jar ->
     /hdd/nav405/java40.jar
lrwxrwxrwx   1 schweiz  users 21 Mar 14 23:37 ./java_30 ->
     /hdd/netscape/java_30
