squid is a caching web proxy, which I use internally here at PHT.
Basically, for any given network, it will figure out which pages people
visit often, and save them to disk in a cache.  Then when someone else
accesses the same page, it's served off the local machine to save
bandwidth.  It also has the side benefit (for me) of providing a log that
I can read to see who's been surfing where.  I also have a cron script
that mails me a copy of the last few hundred lines, filtered, of this log
every half an hour...
