This may not help much, but Web Publishing Unleashed states on P. 968 that
you need to have a MIME type of x-world/x-vrml, which did not appear on the
list you posted.  If you don't have that set, perhaps it will help?  I wish
I knew knew more about VRML MIME types, but I hope this is at least a little
bit useful.

Doesn't the following in fact constitute a signature file? :-)
