This is my .emacs:

 (setq kanji-flag t)
 (setq kanji-process-code 1)

(cond ((boundp 'NEMACS) (setq kanji-display-code 3))
         ((boundp 'MULE) (set-display-coding-system *euc-japan*)))

(cond ((boundp 'NEMACS) (setq kanji-fileio-code 3))
                 ((boundp 'MULE) (set-default-file-coding-system *iso-2022-jp*)))

(cond ((boundp 'NEMACS) (setq kanji-input-code 3))
                ((boundp 'MULE) (set-keyboard-coding-system *euc-japan*)))

On XEmacs20.4 with that same file. I call up English word and get:

伝言 [でんごん] /verbal message/word/
単語 [たんご] /word/vocabulary/single-character word/
語 [ご] /language/word/
ワード /word/
ワールド /word/
詭弁 [きべん] /sophistry/chicanery/play on words/

If I reverse it and select a Japanese word (日本語), I get:

日本語 [にほんご] /Japanese language/
日本語教本 [にほんごきょうほん] /Japanese text book(s)/
日本語ワープロ [にほんごワープロ] /Japanese word-processing/
日本語能力試験 [にほんごのうりょくしけん] /test of Japanese language ability/
