sp spit out a pile of warnings, but I don't think I had the right
DTD.  (Defaults to HTML-2 or something like that.)

Why don't you change the page to ISO-2022-JP?  That is nearly sure to
autodetect correctly in any Japanese-capable browser, and we know what
the MIME Content-Type is.
