The answer is a definite "NO". The reason is simple: A hardlink
is simply another pointer onto the same i-node. I-node numbers
do not carry any device identification - it is simply assumed
that they are referenced from the same device - it goes even
farther, this is ONLY possible within the same directory.

This is because directories are simply files with a special
application and it  would simply be difficult to check whether
the space holding the contents of an old file may be freed after
the last referencing pointer has been removed - this would
require checking each and every directory and thus bog down file
system speed. Having it within the same file is a lot simpler.

Or you use the tricky method used in the HURD file system.
However, it would go too far to explain that.
