Nobody but Tanaka Kakuei would, and (a) he's most of the problem and
(b) dead.

Wisecracks aside, the Big Bang, Japanese edition, is _real_ reform.
And my estimate is that in 5 years it will force internal reform on
the economic bureaucracy (I don't mean just the MOF, either), and
thence the politicians.
