Not necessarily.  i've had several people starting up ISPs on Linux
actually send me their hard drives plus several hundred dollars in
exchange for me basically plugging the drive into my machine, installing
Linux and some extras like mgetty and dynamic IP allocation, and then
shipping it back to them.  With no maintenance contract - they paid me
extra to help them maintain it until they were able to take care of it on
their own.
