Patches for Japanese pine are available at 
ftp://ftp.noc.titech.ac.jp/pub/tmp/aki 

The README.j from the Japanese patch indicates that the Japanese Pine 
kit has the following features: 

      Japanese online help, 
      Japanese manual page, 
      support for Japanese folder names in the addressbook, 
      encoding and decoding of MIME headers, 
      Japanese support for internal editor [pico], 
      Japanese input support through integration with Canna control routines. 

The Japanese documentation is optional.

click on pine.  You need some library files and stuff.  

If you're compiling with glibc6, it gets tricky.  Chris Sekiya
did a binary distribution.  Let me know if you need it and
