Hey,
I must have missed Smack's post.  I didn't realize there was a
GR.  JPNIC will charge the ISP 10,000 yen/year register
the domain in the JPNIC routing tables.  I think you must be a
member of JPNIC to send a command to the routing tables. 
So, there is still the problem of yearly payment and also
the problem of being dependent on a member of JPNIC
to pay the 10,000 yen every year.  

The tlug.gr.jp  sounds pretty good to me.  It is what TLUG is
really, a group.  The part about the registration should be easy.
Pacific HiTech can probably tonomu to their ISP.  If it is 
OCN, they will charge you their cost, 10,000 yen/year.
