It's the Debian package management frontend. As to what it does,
well, it saves you the make/install troubles. Most of the time,
anyways :-)

BTW, where does one go these days to pick up japanese Debian
packages? I used to mirror ftp.linux.or.jp months ago, but I'm
not getting much from there these days. Is there another site I
could check out?
