What version of XEmacs are you using?  There were many config/install
problems with hm--html-menus in pre-20.5 versions.  I don't know how
many of them got fixed in 20.3.

Are you using the PSGML support?  (If you are, you will have a monster 
menubar that extends about 5" past the right border of the XEmacs
frame :-P )  PSGML gives partial validation internally and has hooks
to sgmls to do complete validation.

Why?  PSGML gives good keymap support for named entities.  Thus I have
heard, anyway, I don't use entities.
