This is not true.  I have WinNT 4.0 (Japanese) and I boot it from lilo.
I have had no problem in particular with WinNT.  It seems to function
just as Win 95, only when I boot WinNT, it boots to WinNT's boot 
Manager and then I can boot WinNT. 

The following is my lilo.conf:

image = /vmlinuz-slack            <--  This is another slackware
  root = /dev/hdb2                      installation I use to test things

image = /vmlinuz971109            <--  An old kernel in case I mess up
